Privatising Power: The Shifting Role of Utilities in Gujarat's Renewable Electricity Growth

In Gujarat, electricity demand is on the rise across all sectors. The state has ambitious goals for meeting this demand with renewable energy. Technological advances, policy changes, and geopolitics also incentivize decentralized energy supply and open power markets. This project aims to look at these shifts from the perspective of electric grid operations and utility governance. Using Gujarat as a case study, we will explore the landscape of decision making that is helping the state enable significant growth of carbon-free electrification, as well as the challenges posed by the transition.

Shaina Nanavati

Shaina Nanavati brings 13 years of experience as an advocate, analyst, and researcher across energy economics, climate policy, and electric utility regulation. She holds a Master of Environmental Management from Duke University and a Bachelor of Arts in Economics and Philosophy from the University of California, Davis.

Shaina is currently a Visiting Fellow through the Motwani Jadeja Fellowship, a
program of the University of California, San Diego's School of Global Policy and Strategy, completing a four-week tenure at the Climate Institute at Ahmedabad University, where she will present a summary of her research.
